Why Do Rviz in ROS1 Fail to Publish TF with Valid URDF That Works in ROS2?

I'm stuck with export: Rviz in ROS1 fails to publish TF, but the web validation shows the URDF is correct. I'm unsure if it's a ROS issue or problem with my URDF export. My friend tested it in ROS2, and it work flawlessly, but ROS1 has issues.
